TAlk to Nostradamus to get the mission.     He sends you off to talk to Anselm,
a vendor in Somerled.  Anselm sends you to your home shipyards to meet a 
contact to get your ship modified.   Clausia Dennis can't upgrade your ship
but she does give you a list of items for QuickSilver Phoenix.  You need
Star Steel, Quartz Crystals, and a Vortex CoreFocus 9000.
